Debt-Free Justice Act | HB 216 | Act 123
Eliminated regressive and burdensome fees, costs, and taxes in the juvenile justice system. These fees are administrative surcharges that have nothing to do with actual criminal justice system expenses, and they have hurt those who can least afford the debt.

Expungement System Modernization | SB 111 | Act 454
Modernized and upgraded the Louisiana Bureau of Criminal Identification and Information along with the Supreme Court’s Case Management System, streamlining the expungement process and making it more efficient, accessible, and reliable for individuals seeking a second chance.

Treating Violence as a Public Health Crisis | SB 509 | Act 772
Declared violence to be both a public safety and public health crisis. SB 509 directs the Louisiana Department of Health to conduct a comprehensive review of how violence manifests in our communities, examining factors like gang activity, domestic violence, and systemic risk contributors such as poverty, housing insecurity, and trauma. The Department must then deliver a detailed report to the Legislature by February 1, 2026, including recommendations for data-driven, community-centered prevention strategies.

Ending Solitary Confinement for Youth | HB 746 | Act 496
Authorized law enforcement and juvenile facilities to significantly reduce and in some circumstances eliminate the use of solitary confinement on minors in state detention. This reform promotes more humane treatment, reduces psychological harm, and marks a major step toward restoring dignity in Louisiana’s juvenile justice system.

Letters of Incarceration | HB 529 | Act 108
Any person who was or is confined in any prison, jail, work release facility, or correctional institution or who was or is under the supervision of the division of probation and parole is entitled to receive, upon request, a letter of incarceration that provides documentation, verification, or proof of the person's confinement in the prison, jail, work release facility, or correctional institution or supervision while on probation and parole.

Non-unanimous Juries | Amendment 2
Played a pivotal role in abolishing non-unanimous juries by helping garner bi-partisan support for the bill in the state legislature and then working will stakeholders to have non-unanimous juries outlawed through a Constitutional Amendment.

Addressing Non-Unanimous Jury Verdicts | SR 183
Established a commission to study and assess the use of non-unanimous jury verdicts throughout Louisiana. The commission will determine how frequently these verdicts are used, where they occur most, and report findings back to the State Senate.

Empowering Victims to Speak Directly to Defendants | SB 402 | Act 344
Authorized victims of crime to directly address the defendant when providing a victim impact statement, ensuring their voices are heard personally and powerfully in court proceedings.

Study of Compassionate Release | HR 51
Requested that a commission be convened to study the efficacy of the current eligibility requirements and processes for compassionate release, medical parole, and medical treatment furlough. This will help pave the way for elderly and terminally ill offenders, who pose no threat to society, to be allowed to spend their final days on earth outside of a penitentiary.

Reducing Unnecessary Arrests for License Violations | HB 224 | Ac 154
Authorized law enforcement officers to issue citations instead of making arrests for individuals driving with a suspended, revoked, or canceled license. Reducing jail costs, prevents overcrowding, and allows police to focus resources on serious crimes, while still holding offenders accountable.

Enhancing Public Safety Through DNA Testing | HB 275 | Act 156
Authorized individuals to request post-conviction DNA testing under clearly defined conditions. This reform strengthens public confidence in the justice system, enhances accuracy in criminal verdicts, and can reduce costly wrongful incarceration, saving taxpayer dollars while ensuring fairness and accountability in the courts.

Advancing Accountability Through Law Enforcement Data | HB 506 | Act 165
Created a task force to review and improve how law enforcement agencies in Louisiana collect and report critical data, including traffic stops, pedestrian stops, clearance rates, use of force, and execution of no-knock warrants, while comparing practices to national standards.

Improving Parole Assessments with Health Insights | HB 338 | Act 103
Enhanced the parole process by requiring the Department of Public Safety and Corrections to include physical, mental, or psychiatric health information, when available, in reports prepared for parole hearings.

Employment Opportunities for Returning Residents | HB 334 | Act 151
Passed legislation to allow residents convicted of mingling harmful substances, theft, or distribution or possession with the intent to distribute controlled dangerous substances to be hired as a peer support specialist by a licensed behavioral health services provider.

Expanded Access to Mental Health Services | HB 335 | Act 382
- Expanded the definition of "gravely disabled" to include a person who is unable to protect themself from serious physical harm or significant psychiatric deterioration.
- Removed content requirements for a Physician's Report to Court or an affidavit from a medical health professional when the Physician's Report to Court or affidavit accompanies a petition from present law.

Universal Perinatal Mood Disorder Screening | HB 784 | Act 188
- Requires that a healthcare provider who is providing pediatric care to an infant to screen the caregiver for perinatal mood and anxiety disorders or related mental health disorders if they believe in the exercise of their professional judgment that the screening would be in the best interest of the patient.
- The legislation also requires that the Louisiana Department of Health identify and develop standards for providers who specialize in pregnancy-related and postpartum depression or related mental health disorders and substance use disorders.

Civil Involuntary Outpatient Treatment | HB 589 | Act 329
Streamlined and improved the legal process for individuals with serious mental illness who need access to assisted outpatient treatment program services.

Mandated the replacement of lead service lines, ensuring that municipalities prioritize removing hazardous pipes that contaminate drinking water. BioDistrict New Orleans | HB 797 | Act 354
- Changed the biodistrict boundaries and prohibited the district or any subdistrict from acquiring property by expropriation or from exercising any power of an eminent domain.
- This required the approval of the city of New Orleans by ordinance with respect to boundary changes and the creation of subdistricts.

Workplace Protections for Health Screenings | SB 200 | Act 210
Made it unlawful for employers to retaliate against workers for absences related to genetic testing or medically necessary cancer screenings. This law ensures employees can prioritize their health without fear of losing their jobs or facing workplace discrimination.

Work Opportunity Tax Credit | HB 678 | Act 453
Worked to create the Louisiana Work Opportunity Tax credit, which incentivizes businesses to hire re-entrants participating in work release programs. Stable jobs for formerly incarcerated people is one of the best ways we can reduce recidivism and combat crime.

Extending the French Quarter Management District | HB 222 | Act 153
Extended the French Quarter Management District through 2028, strengthening its role in improving safety, sanitation, and infrastructure within one of Louisiana’s most important cultural and economic hubs.

Empowering Dental Professionals in Retirement | HB 363 | Act 188
Created a retired volunteer dental hygienist license, allowing retired dental hygienists to continue serving Louisiana communities in a volunteer capacity. This innovative reform expands access to dental care, especially in underserved areas, by leveraging the expertise of experienced professionals without increasing costs to the state or patients.

Expanded the economic impact of casino operators by authorizing non-gaming development activities under their purview. Urged the Louisiana Department of Transportation and Development, in partnership with the University of New Orleans Transportation Institute (UNOTI), to conduct a comprehensive study of development opportunities along South Claiborne Avenue. Required K-12 schools to integrate preventive mental health measures; the relationship between mental health and physical health; brain health, emotional health, identifying trauma and stress, and the impact of trauma and stress on mental health and physical health; and resources and services available to assist people with mental health issues, into Health class curriculum.

Created a task force to study and recommend effective strategies for increasing father engagement in children’s lives. This initiative recognizes the critical role that involved fathers play in healthy child development, stronger family dynamics, and more resilient communities.

His law limited excessive charges, ensured fairness in how fees are assessed, and protected the public’s right to access government records affordably.
